Percentage points are the arithmetic difference between two rates. Relative change divides that difference by the starting rate, which is why the two figures are so often mistaken for each other.

Worked example
An interest rate moving from 4% to 6%
A central bank raises its policy rate from 4% to 6%. Two accurate but very different descriptions are available, and headlines regularly pick the more dramatic one without saying which they used.
- 6% − 4% = 2 percentage points
- 2 ÷ 4 × 100 = 50% relative increase
- 2 pp = 200 basis points
Answer: A rise of 2 percentage points, which is a 50% relative increase, or 200 basis points.
Two true statements, one misleading headline
When unemployment moves from 5% to 6%, both of these are correct: it rose by one percentage point, and it rose by 20%. The first is a plain subtraction of two rates. The second divides that gap by the original rate and expresses it relative to where it started.
The ambiguity is exploited constantly. "Unemployment up 20%" sounds alarming; "unemployment up one point" sounds routine; they describe the same movement. Neither is wrong, but a figure published without saying which one it is cannot be interpreted. The convention in economics, polling and finance is to use percentage points for movements in a rate, precisely to remove the ambiguity.

Basis points and why finance uses them
A basis point is one hundredth of a percentage point: 100 bps = 1 pp = 1%. Finance adopted the unit because interest rate and yield movements are frequently smaller than a full point, and "the spread widened by 25 basis points" is unambiguous in a way that "the spread widened by 0.25%" is not — the latter could be read as a relative change.
The unit also removes decimal ambiguity in speech and in trading. "Twenty-five bps" cannot be misheard as "twenty-five percent" the way "point two five percent" can be garbled. Rate decisions are almost always announced in multiples of 25 bps for the same reason.
When each measure is the right one
Use percentage points whenever both numbers are already percentages and you are describing the gap between them: poll shares, interest rates, tax rates, margins, market shares, conversion rates, unemployment.
Use relative change when the magnitude of the movement relative to its starting level is the point — for example, arguing that a rise from 0.25% to 0.50% is a doubling of borrowing cost, which the "0.25 pp" description genuinely understates. State the base explicitly when you do.
The one thing to avoid is quoting a relative change of a percentage and labelling it with a bare "%" sign, which is how most percentage-point confusion begins.
Polling and margin of error
Polling margins of error are always in percentage points. A candidate on 47% with a margin of error of ±3 points has a plausible range of 44% to 50% — not 45.6% to 48.4%, which is what treating the margin as a relative 3% would give.
The same applies to lead calculations. A 4-point lead between candidates on 51% and 47% is a gap in points; describing it as an 8.5% lead relative to the trailing candidate would be technically computable and completely non-standard.
Important considerations
- Percentage points apply only when both figures are already percentages.
- Relative change from a starting rate of 0% is undefined.
- One basis point is 0.01 percentage points; 100 bps is one full point.
- Small rates produce dramatic relative changes — a move from 0.1% to 0.2% is a 100% relative increase but only 0.1 points.
- Polling margins of error are always expressed in percentage points, never relatively.
Common mistakes to avoid
- Writing "%" when you mean percentage points. This is the root of nearly all confusion in the topic.
- Adding a relative percentage to a rate. A 20% rise in a 5% rate gives 6%, not 25%.
- Treating a margin of error as relative. ±3 points on 47% means 44–50%.
- Comparing points across different bases. One point on a 2% rate and one on a 60% rate are very different movements.
- Confusing basis points with percentage points. 50 bps is half a point, not fifty.
